As a child, James Gordon (Ben McKenzie), who becomes a police chief later on in his life (known from various Batman films), grew up in the outskirts of Gotham. Now he returns to his romanticized city, where his father once successfully worked as a lawyer and with whom he combines many beautiful memories. As a police detective he is pursuing a new job and wants to help the metropolis to regain its former size with courage and honesty. Together with his partner, the intrusive but clever police legend Harvey Bullock (Donal Logue), he comes across a big case: the murder of the billionaire Dr. Thomas and Martha Wayne (Grayson McCouch and Brette Taylor). At the scene Gordon meets her 12-year-old son Bruce (David Mazouz), who witnessed this unspeakable crime. Moved by the fate of the boy, he vows to arrest the killer. Between the policeman and Bruce, who is from now on by Butler Alfred Pennyworth (Sean Pertwee) is raised, develops a special friendship.
In search of the criminal and as a law enforcement career, Gordon encounters shady characters such as gangster boss Fish Mooney (Jada Pinkett Smith) and many people who later become Gotham's most famous villains - such as Oswald Cobblepot aka Penguin (Robin Lord Taylor ), Selina Kyle aka Catwoman (Camren Bicondova) and Edward Nygma aka Riddler (Cory Michael Smith).
