After the Napoleonic Wars, parts of Britain are marked by poverty, unemployment and famine. In 1819, against this background, a massive protest movement is forming in the Manchester area. Their main demand is a reform of the electoral law, which systematically benefits well-to-do citizens and gives the poorer sections of the population a minimal say in politics. Finally, local authorities use troops, including a mounted hussar unit, against a mass demonstration. The arrest of the leaders leads to a bloodbath in which many demonstrators lose their lives.
